In the news this week has been information about a time capsule installed inside a Ballston building. ARLNow covered it and began to ask the questions about who and why, click for their coverage.

Preservation Arlington has found information which answers some questions but asks new ones. A June 1988 article in the Washington Post talks about what will be in the time capsule and when it will be dedicated. But it mentions an essay and historical collectibles contest, but no info on who sponsored that, who judged it and who are the three secondary children and what did they place in the time capsule.
